It is proposed by the Commission that the scale for these posts should start at $800 per month, as compared with $720 for administrative officers.

Auditors, Agricultural Officers and Forestry Officers are of approximately the same age (22 or 23) on entering the Service as Administrative Officers and the initial salary suggested by the Commission might well, in many cases, give these officers an advantage in salary over Administrative Officers of the same age for the first 12 years of their service. It is considered, therefore, that the starting salary of these officers should be $720 per mensem. alternative arrangement would be to give Administrative Officers a double increment at the end of the third year of service. With regard to Education Officers a commencing salary of $800 per mensem was proposed in view of the fact that Education officers appointed to Hong Kong are required to have a minimum of three years' teaching experience in addition to standard academic qualifications (vide No. 4 on 21127/2/A/7/47). Adoption of the formula proposed by the Secretary of State for granting increments for experience to teachers would not only achieve the same result but it would provide for the case of the teacher with less or more than three years' teaching experience. In these circumstances a minimum of $720 is considered suitable.
